Youth Participation Sub Group

The Youth Participation sub-group is focussed on:

  1. The participation of Young People in the work of the DFID CSO Youth Working Group
  2. The participation of Young People in the work of DFID

The joint coordinators of the Youth Participation sub-group are Hannah Candassamy and Ival Cummings-John.

Currently, meetings are held once every two months at the British Youth Council.

Activities

  • The Participation sub-group are currently involved in drafting a plan for ongoing youth participation in the network, and in DFID.

Terms of Reference

Created August 2009

1. Aims

The Participation Sub-group aims to raise the quality of young people’s participation within the DFID/CSO Youth Working Group (YWG) and within DFID.

2. Background

Currently, the YWG and the YWG Steering Group is primarily composed of staff members of the organisations involved. Young people have limited opportunity to influence the group’s work on a regular, structured basis. To reflect the aims of the YWG, to model good practice to DFID, and to ‘practice what we preach’ it was felt that more needed to be done to ensure participation throughout the work of the group. To this end the Participation Sub-group (PSG) was established at a YWG meeting on 10 June 2009.

3. Composition and Recruitment

Participation Sub-group members: • Are young people aged 15-24 years old • Commit to a 1 year term and a minimum of 5 hours per month • Are recruited by a panel of existing PSG members and YWG steering group members • Currently have links with an organisation involved in the YWG • Have an understanding of and commitment to global and development issues • Have an understanding of and commitment to youth participation

The PSG members will explore ways of widening participation, including through regional structures.

4. Purpose

The purpose of the Participation Sub-group is to take a lead on developing best practice on youth participation: a) Within the Youth Working Group, supporting the YWG to become a model of youth participation b) Within DfID and its activities

The PSG also supports the Aims, Objectives and Targets outlined in the Youth Working Group Terms of Reference.

5. Roles and Responsibilities

Members of the Participation Sub-Group will: i) Attend the Steering Committee meetings and feed back on activities.

ii) Promote the work of YWG with young people

iii) Explore ways of involving and consulting young people through publicity on the YWG website, publications through all organisations in the YWG network and other youth networks.

iv) Support the YWG to involve young people and monitor progress in increasing participation. v) Contribute to participation within DfID and its activities. vi) Model good practice by coordinating a pilot of a fully participatory action, on behalf of the YWG. • YWG members will support young people involved in the PSG.

6. Meetings • Meetings should be restricted to a maximum of 15 PSG members - 1st come, 1st served. • PSG members agree an amount of time per month they are able to commit. • The British Youth Council has agreed to host the Participation Sub-Group meetings for the time being and the secretary will be decided at the beginning of each meeting. • One Steering Committee member will attend the PSG meetings and will be involved in selecting young people to be involved in the PSG. • All meetings will take place no earlier than 6pm.

7. Indicators of success The PSG will be developing indicators to assess the success and progress of the group.
